Microfinace in Cambodia began in the 1990s as a form of development aid. It has now turned a profitable industry built on the world’s highest levels of debt relative to incomes. Rules on responsible lending needed to come before, not after, this build-up of unsustainable debt, I argue in The Diplomat:
