មេដឹកនាំនយោបាយ ដែលប្រជារាស្ត្រខ្មែរស្គាល់ច្បាស់ជាងគេ ហើយតែងតែប្រៀបធៀប គឺ ហ៊ុន សែន និង សម រង្សុី ។ ម្នាក់ៗ (មានតែ២នាក់នេះទេ) ធ្លាប់ធ្វើជាប្រធានគណបក្ស ដែលបានទទួលសន្លឹកឆ្នោតពីប្រជារាស្ត្រ ចាប់ពី ៣ លានសម្លេងឡើងទៅ។ ខាង ហ៊ុន សែន ភាគច្រើននៃ "សម្លេងគាំទ្រ" បានមកពីលួចឬបន្លំ។

The two political leaders the Cambodian people know best are Hun Sen and Sam Rainsy. They are the only two to have led parties which have received over three millions votes at past elections – though a large portion of the votes for Hun Sen's CPP were associated with irregularities.
