លក្ខណៈ របប តពូជ រៀបចំដោយ ហ៊ុន សែន គឺ
មិនស្របឆន្ទៈរាស្រ្ត ថោកទាប មិនអាចស្ថិតស្ថេរ
តាមរយៈការបោះឆ្នោត ថ្ងៃ ២៣ កក្កដា ២០២៣ ដែលគាត់លួចបន្លំសន្លឹកឆ្នោតតាមចិត្ត ហ៊ុន សែន ចង់ដោះស្រាយបញ្ហាបន្តវេនពីគាត់។ គាត់ចង់ផ្ទេរតំណែងនាយករដ្ឋមន្ត្រី ដាក់លើជើងពាន ឲ្យទៅកូនគាត់ ហ៊ុន ម៉ាណែត។ ជើងពាន គឺការចង់បង្ហាញពីភាពស្របឆន្ទៈរាស្រ្ត (legitimacy) ភាពថ្លៃថ្នូរគួរឲ្យគោរព (respectability) និងស្ថេរភាព (stability) ដែលត្រូវធានាសម្រាប់រដ្ឋាភិបាលអនាគត។ តែការបោះឆ្នោតក្លែងក្លាយ ឆ្កួតៗ ដែល ហ៊ុន សែន បានឲ្យគ.ជ.ប. រៀបចំ ថ្មីៗនេះ គឺមិនអាចធ្វើជាជើងពានដ៏សមរម្យបានឡើយ ហើយក៏មិនអាចធ្វើឲ្យ ហ៊ុន សែន សម្រេចដូចបំណងគាត់បានទេ។ ការបោះឆ្នោតមួយដែលមិនអាចទទួលយកបាន ក៏នាំមកនូវរដ្ឋាភិបាលមួយ ដែលមិនអាចទទួលយកបាន ដូចគ្នាអញ្ចឹងដែរ។ ក្រៅពីប្រទេសចិន ប្រទេសរុស្ស៊ី និងប្រទេសផ្តាច់ការមួយក្តាប់តូចទៀត ពិភពលោកទាំងមូល មិនទទួលស្គាល់ភាពស្របឆន្ទៈរាស្រ្ត (legitimacy) និងភាពថ្លៃថ្នូរគួរឲ្យគោរព (respectability) ចំពោះរដ្ឋាភិបាលណាមួយដឹកនាំដោយ ហ៊ុន ម៉ាណែត ឡើយ ដែលជាហេតុធ្វើឲ្យរដ្ឋាភិបាលបែបនេះ មិនអាចមានស្ថិរភាព (stability) បានទេ។ ជំហរជំទាស់បែបនេះ គឺស្របទៅនឹងទឹកចិត្តប្រជារាស្រ្តខ្មែរ ដែលស្អប់ខ្ពើម របបតពូជរៀបចំដោយ ហ៊ុន សែន ទោះជាប្រជារាស្រ្តខ្មែរ រងការបង្រ្កាបយ៉ាងសាហាវ ហើយមិនអាចតវ៉ា ដោយចេញមុខយ៉ាងណាក៏ដោយ។
NO LEGITIMACY, NO RESPECTABILITY, NO STABILITY
Through the elections on July 23 which he manipulated for his own benefit, Hun Sen sought above all to solve the problem of his succession. He wanted to transfer power to his son Hun Manet on a silver platter representing legitimacy, respectability and stability, but the illegitimate electoral exercise has made this impossible. An illegitimate election cannot create a legitimate government. With the exception of China, Russia and a few other smaller dictatorships, the whole world denies legitimacy and respectability to any Hun Manet-led government, in line with the objection to such a government by the brutally repressed and silently protesting Cambodian people.
