គម្រោងជីកព្រែក ភ្ជាប់ទីក្រុងភ្នំពេញ ទៅដល់សមុទ្រខេត្តព្រះសីហនុ អាចនាំមកគ្រោះថ្នាក់ដ៏ធ្ងន់ធ្ងរ ដល់បរិស្ថាន និងជីវភាពរស់នៅ ប្រជាពលរដ្ឋខ្មែរ។ របប ហ៊ុន សែន បានសម្រេចធ្វើតាមសំណើចិនកុម្មុយនីស្ត យ៉ាងតក់ក្រហល់ និងគ្មានស្មារតីទទួលខុសត្រូវ ឲ្យជីកព្រែកបែបនេះ ដោយមិនទាន់បានធ្វើការសិក្សា គ្រប់ជ្រុងជ្រោយនៅឡើយ។ បំណងធំ នៃព្រែកនេះ មិនមែនបម្រើផលប្រយោជន៍សេដ្ឋកិច្ច ប្រទេសកម្ពុជាទេ តែបម្រើផលប្រយោជន៍យុទ្ធសាស្ត្ររបស់ចិនកុម្មុយនីស្ត ដែលត្រូវការពង្រឹងឥទ្ធិពលរបស់ខ្លួន ទៅដល់ឈូងសមុទ្រថៃ ដោយឆ្លងកាត់ប្រទេសលាវ និងប្រទេសកម្ពុជា ដែលស្ថិតក្រោមឥទ្ធិពលប្រទេសចិន រួចទៅហើយ។
មូលដ្ឋានសឹករបស់ចិន នៅរាម ក៏ជាឈ្នាន់ ដើម្បីបម្រើនយោបាយវាតទីនិយមរបស់ចិន។ របប ហ៊ុន សែន និង ហ៊ុន ម៉ាណែត អាចនាំមកគ្រោះថ្នាក់ឲ្យប្រទេសកម្ពុជា ដូចកាលពីសម័យ ប៉ុល ពត ដែលបានទៅអែបប្រទេសចិន ដើម្បីឲ្យចិន ជួយការពារអំណាចផ្តាច់ការរបស់ខ្លួន។
THE PROJECT OF A CANAL CONNECTING PHNOM PENH AND THE GULF OF THAILAND MUST BE SERIOUSLY RECONSIDERED
On behalf of the Cambodian people who are currently silenced but who, in the recent past, voted massively twice (2013 and 2017) for the Cambodia National Rescue Party (CNRP), I demand that the project of a canal connecting Phnom Penh and the Gulf of Thailand be put on hold for a serious reconsideration.
This massive project was decided hastily and irresponsibly by the Phnom Penh government at the request of China which is funding it.
The realization of such a project would mean diverting water from the Mekong River, which would have serious consequences. The environment, hydrology, ecosystem, agriculture, and the livelihoods of millions of people would be severely affected, not only in Cambodia but in the entire region.
It is clear that the objective of such a controversial project is not economic for Cambodia, but strategic for China. In its imperialist policy, China is seeking to secure access to the Gulf of Thailand through Cambodia and Laos under its influence. The Ream military base built by Beijing near the mouth of the proposed canal is part of the infrastructure and facilities on which China can rely to further its expansionist policy.
By aligning with China for political and financial reasons similar to the time of Pol Pot, the Hun Sen/Hun Manet regime is playing with fire, as such an alliance threatens regional security and stability.

LE PROJET D’UN CANAL RELIANT PHNOM PENH ET LE GOLFE DE THAÏLANDE DOIT ETRE RÉÉTUDIÉ SERIEUSEMENT
Au nom du peuple cambodgien actuellement bâillonné mais qui, dans un passé récent, a voté massivement à deux reprises (2013 et 2017) pour le Cambodia National Rescue Party (CNRP), je demande que le projet d’un canal reliant Phnom Penh et le Golfe de Thaïlande soit gelé pour être réétudié sérieusement.
Ce projet pharaonique a été décidé d’une manière précipitée et irresponsable par le gouvernement de Phnom Penh à la demande de la Chine qui en assure le financement.
La réalisation d’un tel projet correspondrait à un détournement des eaux du Mékong qui serait lourd de conséquences. L’environnement, l’hydrologie, l’écosystème, l’agriculture et les conditions de vie de millions d’habitants seraient gravement affectés, non seulement au Cambodge mais dans toute la région.
Il est clair que l’objectif d’un tel projet aussi controversé n’est pas d’ordre économique pour le Cambodge, mais stratégique pour la Chine. Celle-ci, dans sa politique impérialiste, cherche à s’assurer un accès au Golfe de Thaïlande en passant par le Cambodge et le Laos vassalisés. La base militaire de Ream construite par Beijing tout près de l’embouchure du canal projeté, fait partie des infrastructures et installations sur lesquelles la Chine pourra s’appuyer pour mener toujours plus loin sa politique expansionniste.
En s’alliant avec la Chine pour des raisons politiques et financières comme du temps de Pol Pot, le régime Hun Sen / Hun Manet joue avec le feu, car une telle alliance est de nature à menacer la sécurité et la stabilité régionales.
