TRANSLATION OF THE TRANSCRIBED VOICE MESSAGE FROM HUN SEN, SENT VIA THE TELEGRAM APPLICATION TO KHLEANG HUOT, AS LEAKED IN SEPTEMBER 2024

"To all the working groups in Thailand, especially the forces working with the Thai police: You must eliminate the group that lives in Thailand and is continuously active. Among them is a person named A (derogative or familial suffice) Phan Panha (actually Phan Phana). This person must not be allowed to escape. He has been hiding in the past. Now the police have found him somewhere. You must absolutely bring this person to Cambodia and not let him escape. Now, as far as we know, he is preparing other things to inspire other movements, but you must not let this person escape. A (derogative or familial suffice) (Khleang) Huot must be responsible for this work while working with the Thai police.
