DETAILS SUR L'ORGANISATION DE L'ASSASSINAT DE LIM KIMYA
Lim Kimya a été pris pour cible alors qu'il voyageait en bus, avec son épouse française Anne-Marie, de Siem Reap à Bangkok, le 7 janvier 2025. La raison pour laquelle il devait être tué absolument et précisément ce jour-là était d'empêcher son départ vers un autre pays où il serait à l'abri, à l'image d'un autre opposant politique cambodgien nommé Phan Phana, réfugié en Thaïlande, qui avait également été pris pour cible par Hun Sen comme le montre le message audio, "fuité" mais authentifié, que Hun Sen a émis le 21 septembre 2024 pour ordonner à Khleang Huot de kidnapper Phan Phana et de le ramener au Cambodge "mort ou vif". Heureusement pour lui, Phan Phana a été exfiltré à temps de la Thaïlande vers les Etats-Unis.
Il existe des détails sur la planification de l'assassinat de Lim Kimya, notamment la coordination entre différentes personnes et organisations. Ce 7 janvier 2025, Lim Kimya devait prendre un taxi loué spécialement à cet effet pour faire le trajet Siem Reap-Bangkok, mais le chauffeur du taxi avait eu un "empêchement" à la dernière minute, poussant Lim Kimya à prendre le bus qui allait l'amener à la mort. Dans ce bus avait pris place Pich Kimsrin, le guetteur-pointeur qui allait désigner Lim Kimya au tueur nommé Ekkalak Pheanoi. Celui-ci allait abattre Lim Kimya à sa descente du bus à Bangkok quelques heures plus tard. Ekkalak Pheanoi était en étroit contact avec Ly Ratanakreaksmey envoyé spécialement de Phnom Penh pour régler des détails logistiques (notamment la fuite au Cambodge une fois la "mission accomplie") et financiers de cet assassinat.
Hun Sen et ses sbires connaissaient parfaitement l’itinéraire de voyage de Lim Kimya, les détail de son séjour à Bangkok, ainsi que la date de son retour prévu en France le 20 janvier 2025. Lim Kimya devait rester à Bangkok seulement trois jours, du 7 au 10 janvier. Hun Sen a ordonné à Khleang Huot de ne pas rater cette étroite fenêtre d'opportunité.
Hun Sen et son fils, le premier ministre Hun Manet refusent de livrer Ly Ratanakreaksmey et Pich Kimsrin à la police thaïlandaise qui a pourtant émis un mandat d'arrêt à leur encontre, avec la collaboration d'Interpol qui a appuyé ce mandat d'arrêt par une "notice rouge".

The reason he had to be eliminated on that specific day was to prevent his departure to another country where he would be safe—similar to another Cambodian political opponent, Phan Phana, who had taken refuge in Thailand. Phan Phana had also been targeted by Hun Sen, as revealed in an authenticated but leaked audio message from Hun Sen on September 21, 2024, in which he ordered Khleang Huot to abduct Phan Phana and return him to Cambodia "dead or alive." Fortunately for him, Phan Phana was extracted in time and relocated from Thailand to the United States.
There are specific details about the planning of Lim Kimya's assassination, particularly the coordination between various individuals and organizations. On January 7, 2025, Lim Kimya was initially supposed to take a taxi, specially arranged for this journey from Siem Reap to Bangkok. However, at the last minute, the taxi driver had an "unexpected issue," forcing Lim Kimya to take a bus—a decision that led him to his death. On that bus was Pich Kimsrin, the lookout tasked with identifying Lim Kimya for the assassin, Ekkalak Pheanoi. The plan was for Ekkalak Pheanoi to shoot Lim Kimya as he stepped off the bus in Bangkok a few hours later.
Ekkalak Pheanoi was in close contact with Ly Ratanakreaksmey, who had been sent from Phnom Penh specifically to handle logistical details—particularly the assassin’s escape to Cambodia after the "mission was accomplished"—as well as financial arrangements for the hit.
Hun Sen and his operatives were fully aware of Lim Kimya's travel itinerary, the details of his stay in Bangkok, and his scheduled return to France on January 20, 2025. Lim Kimya was only supposed to stay in Bangkok for three days, from January 7 to January 10. Hun Sen ordered Khleang Huot not to miss this narrow window of opportunity.
Hun Sen and his son, Prime Minister Hun Manet, refuse to hand over Ly Ratanakreaksmey and Pich Kimsrin to the Thai police, despite the fact that Thailand has issued arrest warrants against them. These warrants have been reinforced by Interpol through a "Red Notice."
