Hun Sen set up three concentric barriers to prevent Sam Rainsy from returning to Cambodia on 09 November 2019: forbidding all airline companies from carrying Sam Rainsy, begging the Thai government -- which complied -- not to let Sam Rainsy cross Thailand's territory, and deploying exceptional armed forces to block Sam Rainsy's entry at all border checkpoints.
