Macron’s last chances are on the international stage: Francophonie conference Cambodia
David R. Whitehouse
Oct 26
Mass demonstrations, looting, police surprise at the size of the crowds. Police use of war-like weapons on children and their parents. A trip by Emmanuel Macron to Kuwait to try to find some energy which is what, he assured us on TV, is what all this is really about. Police surprise that some people were willing to keep looting even as Macron shared this news with us.
Just another weekend in Paris. The Macron presidency is well into its extended fag end. There has been no government able to command a parliamentary majority or pass a budget since 2024, when Macron, for some reason which no-one can remember, decided to call early parliamentary elections which resulted in permanent deadlock.
As it stands, Marine Le Pen is favourite to win the presidential elections which take place over two rounds next April and May. Her most likely second-round challenger appears to be the hard left Jean-Luc Mélenchon. The population shows no signs of being interested in any of the prospective candidates in between.
Macron’s ability to influence domestic French politics is roughly zero, except through the ricochets of the unintended consequences of his actions. To the extent that his post-presidential reputation can be repaired, it will need to be done on the international stage.
One opportunity on a fast-shrinking list presents itself in the form of the summit of the Organisation Internationale de la Francophonie (OIF) to be held in Cambodian capital Phnom Penh on November 15-16. Macron plans to visit Cambodia during the event.
The OIF, which has 93 members, has not held the event in the Asia-Pacific region since 1997, when it took place in Vietnam. Hosting the conference is a major win for Cambodian prime minister Hun Manet and his father, the country’s long-term dictator Hun Sen, who retains effective control.
The event creates an opening for French international statesmanship of the kind shown in the achievement of the Paris Peace Agreements on Cambodia in 1991.[1] The agreements largely ended the decade of conflict which followed the overthrow of the Khmer Rouge regime by Vietnamese invasion in 1979.
The agreements lay down a system of multi-party democracy for Cambodia, based on regular, free and fair elections. Cambodia joined the OIF in 1993, the year in which general elections administered by the United Nations were won by the royalist FUNCINPEC party.
The result was never accepted by Hun Sen and his Cambodian People’s Party. There was no way to impose acceptance on Hun Sen and his extensive private security apparatus. The democratic verdict was finally reversed by Hun Sen in the violent coup of 1997.
By common consent, there has not been a free and fair election in Cambodia since 1993, and the last two elections have taken place without the opposition even being allowed to run.
Macron’s position on Cambodia to date has been no easier to decode, and no more effective, than his domestic policies. Very possibly there has been no conscious strategy in dealing with the regime, beyond trying to encourage an underdog country, and a historical victim of French colonialism. Hun Sen and Hun Manet have been repeatedly welcomed by Macron on official visits with no hint of public criticism, or any public mention of the political prisoners.
It’s clear that the Cambodian government has taken this silence as a green light to continue its repression. In October, UN Special Rapporteur on the situation of human rights in Cambodia, Tom Andrews reported that more than 100 people are being unjustly detained for exercise of fundamental freedoms, and that this number has roughly tripled since the start of 2024.[2]
In addition to stamping out domestic opposition, the Cambodian government has carried out a sustained campaign of transnational repression against members of the Cambodian diaspora globally. The targets live in democratic countries, including France.[3]
A major human rights organisation which with I spoke expressed surprise that transnational repression, whether carried out in France by Cambodia or larger countries such as China, has never attracted the slightest attention from the Macron administration.
If Macron has ever had a strategy for Cambodia, it’s time to revise it. Prisoners in Cambodia currently include five young members of the Mother Nature environmental group. Mother Nature won international recognition for its work with the Right Livelihood award in 2023. [4]
The OIF defines the promotion of peace, democracy and human rights as part of its mandate. [5] For Macron to allow the conference to pass while ignoring the plight of the Mother Nature members and the rest of the prisoners would be a betrayal of the values which he claims to represent.
Using every lever to try to secure their release is the minimum that should be expected from any democratically elected politician with the ear of the Cambodian government.
A true international statesman would go further and reconvene the signatories to the Paris agreements to assess co-ordinated methods to improve basic implementation. Macron is out of options at home, but still has time to rise to the Cambodian challenge.
